KC Water works with developers, plumbers, contractors, and other professionals to expand, maintain, and improve the water distribution and wastewater and stormwater management systems.  Please see the documents below for the City Ordinances, Rules and Regulations, Standards and Specifications, and other important information for this work.

KC Water Proposes Revisions to and Establishment of Rules and Regulations

KC Water proposes to revise Rules and Regulations for Water Service Lines and Rules and Regulations for Water Main Extensions and Relocations; and to establish Rules and Regulations for Sewer Service Lines.

Revisions to Rules and Regulations for Water Service Lines are proposed to formalize use of the City of Kansas City, Mo., Compass KC online platform for plan submittal and review and to clarify language used in the rules and regulations. Major changes:

  • PVC C-900 will now be allowed for private branch service lines greater than 2 inches.
  • KC Water will no longer issue retainers for service lines. Old service lines associated with building demolition must be killed; and a new connection permit must be issued for the new service line.
  • Meter size must match service line size to facilitate meter installation and minimize failure locations.

Revisions to Rules and Regulations for Water Main Extensions and Relocations are proposed to formalize use of the City of Kansas City, Mo., Compass KC online platform for plan submittal and review and to clarify language used in the rules and regulations. Major changes:

  • References to recently updated standards and specifications and computer-aided design (CAD) standards are added.
  • Clarification for water main extension requirements for developments.
  • Requires 5-foot separation from gas mains and 10-foot separation for cathodically protected gas mains.
  • Design plans must reference zinc-coated pipe added.
  • Design plans must include profile elevations at 50-foot intervals for top of pipe and finish grade elevations.
  • Plan submittal and review checklists are updated and included.
  • A design plan typical title block is included.

Rules and Regulations for Sewer Service Lines are being established in the same format as water service line rules and regulations to provide familiarity to the regulated community; to provide for orderly growth of the City’s sewer system, and to assure equitable treatment to all citizens who have transactions with KC Water.

Among provisions, sewer service lines and related appurtenances shall meet all currently adopted City of Kansas City, Missouri Building Codes, Uniform Plumbing Code, APWA 2500, APWA 2600, APWA 5500, APWA 5600, and Code of Ordinances Chapters 60 and 61, as well as the draft rules and regulations.  

Chapters 60 and 61, respectively, of the Kansas City, Missouri Code of Ordinances, which are posted below, grant the Director of KC Water the authority to make and enforce these regulations.
