KC Water presented the 2023 Annual Floodplain Management Plan Progress Report for the City of Kansas City, Missouri to local and federal officials this week. This report is required by the Federal Emergency Management Agency (FEMA) for the City to remain in FEMA’s National Flood Insurance Program (NFIP), which provides flood insurance to eligible property owners, renters and businesses. In addition, the City participates in the NFIP’s Community Rating System (CRS), a voluntary incentive program offered to local communities to provide policyholder premium discounts based on the activities that communities undertake above the minimum required for NFIP qualification. The City is required to document its CRS performance to get the annual recertification.
This report covers the City’s floodplain management activities and incorporates the CRS progress made in 2023. It presents the City’s actions of many categories such as:
- Flood prevention steps
- Infrastructure improvements in flood prone areas
- Public awareness and education efforts related to flooding
- Improving flood warning systems
- Training emergency personnel for flood disaster situations

The City’s latest Flood Management Plan was adopted by Resolution No. 200561 as part of the 2020 Mid-America Regional Council (MARC) Multi-Hazard Plan for Kansas City.
